I always thought that they had to submit the final Eurovision version today even if it isn't revealed until the live shows, but then I remember Sam Ryder saying that recording the guitar solo for Space Man was the last thing he did before travelling to Turin, so maybe there is still a little bit of scope.

Still, if the songwriter has disowned it then the path to a revamp might be a little bumpy.

In theory by today, but some countries have changed afterwards - for a fee I believe

It is still possible to do changes if you seek special permission. The window of opportunity to do any significant changes to scenography is soon closing however.
